The Foster-Powell neighborhood sits to the south of Powell Blvd and east of Foster Road, which was originally used by early Portland farmers to bring their goods downtown. At one time, Foster Rd. was one of Portland’s widest streets with 17-foot-wide sidewalks modeled after Parisian streets.
